The Ohio Auditor of State, Keith Faber, recently recognized Jay Carter, Gallia-Vinton ESC Treasurer, with an award. The recognition was for excellence in financial reporting in accordance with Generally Accepted Accounting Principles (GAAP) and compliance with applicable laws for the fiscal year ending 2020. This is the second year that Carter has been recognized. He holds a B.S. in both Business Administration and History from the University of Rio Grande and a Master’s Degree in Applied Teaching from Marshall University. Carter has served the GVESC as Assistant Treasurer for four years and Treasurer for four years. Carter said, “It’s been a very busy year in the fiscal department at the GVESC. We have joined other districts to implement the new Redesign state software. As a fiscal officer for public money, I strive to be a good steward and earn the public’s trust.”
